Microbrewers plead for tax breaks

MICROBREWERIES could get generous tax concessions under a plan being considered by the Federal Government to help the industry compete with beer giants Foster’s and Lion Nathan.
Small breweries are finding it increasingly difficult to compete with their much larger rivals as consumers cut back on discretionary spending and opt for cheaper, mass produced beer.
Cameron Hines, who runs the Mountain Goat Brewery in Richmond and is also Founder of the Australian Association of Microbrewers, said the industry was struggling to gain a foothold because of the dominance of the two big producers.
“In the past few months I’ve heard of three microbreweries that have closed in Victoria,” Mr Hines said. “We are in a market dominated by a duopoly. We don’t have the economies of scale – we are using the very best ingredients to craft the best beer, yet we are taxed at the same rate.”
Small breweries say excise payments to the Government typically soak up around 25% of total revenue – even before factoring in other costs such as GST, payroll taxes and raw materials.
A spokesman for Assistant Treasurer Chris Bowen confirmed that the Government had urged the microbrewing industry to make a submission to its tax review being conducted by Treasury Secretary Ken Henry.
“The review will consider the current alcohol excise arrangements as part of its comprehensive review of the tax system,” the spokesman said.
Under the plan, microbreweries would get the same tax concessions available to wineries, allowing them to claim back excise of up to $500,000 a year, depending on the volume sold.
